TATA Indicom - Making Calls within state free

TataIndicom is the Telecom Service Provider, in a move to capture subscribers, they have started giving the service of local calls of free cost within state, and this is causig lot and lot and lot of troubles specially when the guys gets a number of a girl and start calling on their number and creating lot of mental troubles and mental stress.
Kindly suggest the way to stop this and take stringent action against the caller, if the number is required i am providing it , its 0925958326.
