Dainik Jagran — Excessive charge on classified

I have asked to publish a classified advt in the above mentioned newspaper Agra Edition on Aug 26, 2016 through Parichay Advertising and marketing agency Branch office, Hariparvat Crossing, Agra Uttarpradesh. Regd office, 310, Chaudhary complex... Shakarpur, Delhi-92. The agency charged me Rs. 3600/- for a classified coloum size of 6x3. but published it in a coloum size of 4x3. When I contacted the branch office through phone there was no satisfactory reply then personally appeared to get the refund the staff misbehaved with me and said come again to collect the refund. I stay 30kms away from the said agency. I have also contacted the registered office through email till today there is no reply. next option is to approach the consumer court only if I do not get my refund at the earliest.
