DTDC — Wrong duty charged demanded

Hello Sir I'm seller on ebay.in as such I'm new on ebay.in so I have to shipped order by own. I book one consignment from Surat, Gujarat to Kotwala and I handover this shipment to DTDC Adajan Franchisee on 30-oct-2015 and till date shipment not delivered to customer when I inquired for same DTDC reply me that you have to pay 400 Rs as duty. As such product was External Hard Drive so why I should pay duty on that at time of booking they charged 120 Rs from me and doesn't specify about duty charges kindly do something needful. following are awb details. a33072753. kindly help me to get my shipment back as such they want more 400 Rs from me to give me back this shipment.
