First Flight Couriers — not delivering the courier

I have applied for pan card before few months. And it seems that today it came to first flight courier office in tirupur near bungalow stop. They didnt deliver me the pan card, instead they asked to come and collect. Actually courier is meant to deliver posts but they fail to accomplish it.. They told me that if i fail to collect it, they will send it back... Really this is irritating.. Please take necesarry action on them. Being irresponsible in government proofs may affect public. If they are not able to deliver then why did they receive it from government. Pls take action as soon as possible
