Ford — Faulty steering rack

My car is just 2.8 Years old and 32000 KM done. today i went to get problem checked for vibration in stearing wheel to saluja ford. To my utter surprise i was told that stearing rack has a leakage and it needs to be replaced with cost of 16000 + labour charges + Oil charges. My question is how come new car with such less KMs driven that too in chandigarh / with 100% service on time with track record can develope such a major and costly problem. This is my 3rd car and i faced no such problems with other cars. Please reply with probable resons Regards. Ashwani Chaudharhy
