GBTU — Delay in issuing degree certificate

Respected sir, my name is vinod kumar s/o vansh narayan. Sir i have passsed my b.Pharma in 2012 from krishna institute of enginneering and technology, ghaziabad collage code (199), but i have not received my college degree yet, i tried many time to my college as well as uptu (Gbtu) head office, sitapur road, lucknow but i found nothing they did not give me any information regarding delaying my degree. Since 2012 i have preparing for government job
