Ghaziabad Development Authority [GDA] — Toilet cleaning in swarn Jayanti Park. And park premises

Today I went to swarn jyanti Park and I saw lots of leaves scattered around and dirty toilet .I asked about it to the person who is collecting money 10 rupees per head which is entry fee ..he told me that is not my work ghaziabad development authority didn't passed any tender for this and you have to ask them
It is my humble request lots of people including seniors citizen and kids going there for walk. Many of them may have many problems including diabetes they have immediate urge . But toilets were very dirty . GDA pass tender to collect ticket but why they didn't pass tender to cleaning the park .
