Gujarat Technological University — asking fee by present college to take N.O.C letter for institute transferring process

sir, i got admission in noble engineering college, junagadh, through ACPC gujarat. and after 2 year i want to change my college but our college not give a N.O.C letter, when they give me a letter when i complete the total 8 sem fee pay. but i have finincial problem so i can't pay it..and this is not faire to take more fees by student this is not rule... and they are broke the rules...so sir please take some action against them please and now some days remaining to come the transfer process so take action against them as soon as possible... please i hope you wil hep me... my contect no.
