HCL Career Development Centre — Certificates not issued

I have done three consecutive courses starting from the year 2015 and finished it with the corresponding online exams for all three in HCL career development centre (Anna Nagar) at chennai. It's been more than a year now since I haven't got prior information about the certification. Every time the office counselor excuses that the problem is with their headquarters at Noida. One of the worst services I have ever seen. I don't even know what to do now. I need suggestions for legally approaching the issue. I have paid 40, 000 rupees for the course. I don't wanna be a common man who gets fooled by these fraudsters. Please look up and need your help.
