HDFC Bank Limited — Top up loan / misleading the customers to pay processing fee against product for which they are not eligible

My loan application for top-up loan : file no.[protected]

I wanted urgent loan for around 11 lacs. I approached hdfc limited chembur branch, mumbai and enquired about the eligibility. As i have already having house loan with hdfc limited they only instructed me to apply for top-up loan against existing property loan.

As per their instruction and guidelines only i have applied for loan. I have told everything about my requirement and present conditions.
I have paid the fees only after getting confirmation from hdfc chembur branch team member and your pune office (Sonali shelke)
The top loan option was not coming on online. I have enquired about the same to ruchita gala (Chembur) and sonali shelke (Pune hdfc limited).
Both of them told there is no problem, you apply through house extension/house improvement option we will internally change it as top up option.
I have submitted all the forms online. After submission of online application, i received call from chennai office from mr. Suresh who has informed that you should not apply online for top-up anyhow for verification it will come to us only. He has emailed me hard copy of the form and instructed to me to apply loan through hard copy, wherein processing fee was higher around 11000 rupees for 11 lakhs loan plus bond paper charges
When i have enquired chembur and pune representative they have told in different way, advised me not to bother about applying through hard copy
Will process it properly by changing internally. I believed it and applied loan and paid fees of around 3700 rupees online after getting confirmation from sonali shelke.
Now i have received communication from hdfc limited that because my ecs transaction was bounced because o[censored]navailability of fund in last one year, loan cannot be granted to me.
My ecs was kept on month end (27th of every month). I have put application to change ecs date to 1st of every month in your chennai office long back when i have visited chennai. But so far it has not been changed. I accept that ecs was bounced due to certain unavoidable circumstance, but i have never defaulted the payment. Immediately i have paid every month emi payment through cheque without any further delay. I have guaranteed your team also such recurrence of ecs bouncing will not happen in future. Despite of it people have chosen to deny top-up loan for me saying the above mentioned reason.

Hdfc limited people are having so much difference of opinion in the mode of applying top-up loan and there is no guidelines how to apply top-up loan and they are ready to bend /twist their own procedures by asking people to apply for house extension and then internally change the same to top-up just for doing business and getting processing fee from customer. After bending so much rules by hdfc limited members, their credit team is saying emi bouncing as the reason to deny loan to me and say we cannot change our internal policy. Hdfc people are able to internally bend the rules/policies to change it to top-up action to get processing fees from customer and giving them hope.

Hdfc limited is not following standard policy while accepting loan request asking customer to apply house extension and saying we will adjust and pay loan through top-up scheme, why they cannot accept such minor ecs bouncing due to circumstances and sanction loan to me? So far i have not failed to pay any monthly emi to hdfc limited. I have not delayed for more than 5 days in fact i paid the amount with interest also. For getting processing fee hdfc limited ready to do any compromise without seeing procedure but for sanctioning any loan they will look all small mistakes? In what way it is justifiable?

I feel it is because of i have applied online despite of advise from chennai member (Suresh), the revenge action has been taken by hdfc chennai credit verification team to deny loan to me. Such kind of action is highly unacceptable.

I have applied loan because of hdfc limited team assurance after verification of my record i have paid processing fees. If hdfc limited is not in a position to sanction the loan to me due their own regulations/rules/internal difference/ business clashes due to personal interest, they should refund me the processing fee paid by me.

I have written to hdfc limited grievances cell three times on the same issue, but i am not getting any fruitful reply.

Hope you will try to resolve it in amicable way.
