Hindustan Petroleum Corporation Limited — Dealer rude & not delivering refill cylinder

I have to give a brief history about the complaint
My father (Shri g.D. Sahasrabudhe) shifted to mulund in 1977 and applied for hp lpg gas connection. Since then we have this connection at the same address. I myself who is son of shri g.D. Sahasrabudhe got married afterwards had two daughters madhura and sayali who are also now married and staying elsewhere. I also have another flat elsewhere now. My father expired some years back. However it did not occur to my mother (Who is above 85 years old now ) to change the ownership name in the books to her name neither did it occur to us. Since last few years either my daughters or myself are taking care of all the utility bills or any complaints thereof. Hence the email id registered is also in my daughter’s name sayali.[protected]@gmail.com. The phone no [protected] is registered in your records is in my name.
After i tried to book the gas from my mobile it could not be registered and i have already lodged a complaint about this without any reply. I had therefore approached trimurti gas the agency which delivers gas to us. They gave me pahal form to fill up and informed me only after that form is accepted the cylinder booking will be done. I filled up the form, attached all the documents including the death certificate of my father. The counter staff told me to meet the owner since it was a case of ownership name change. I met the owner and told him about this all and that we have all the adhar (My mother and myself) cards required. He started shouting why have you not changed the ownership till date. We accepted our mistake and requested him to tell us whatever papers are required which we will submit. He informed us to bring ration card and original gas booking papers. I searched for the same at my house but i could not trace any of the original papers since gas booking papers are more than 35 years old and ration card we have not used atleast in last 10 years. But i could find xerox copy of ration card in xerox copies of many the of other originals preserved. I handed over the same to the agency owner/manager telling all the above facts. Upon going through he informed me that i should remove the name of my father from ration card and get the duplicate ration card with name removed and then only he would consider booking of cylinder. I informed him that i can not do this since ration card is no more a considered valid document now and i do not want to go to ration office and carry out all this which will take lot of time. If he is not going to deliver the lpg refill until that it is not fair to my mother. Upon this he blatantly told me that he will not do anything unless ration card with my father’s name removed is shown to him. I was horrified by his rudeness and behavior. I would prefer to submit all or any of the forms directly to you on net or through courier.
My only hope is that you will intervene and give justice to my mother. I am ready to submit any papers like election card, adhar card, bank documents, passport, pan card etc . May i expect positive reply from you early.
