Hindustan Petroleum Corporation Limited — Defective LPG cylinders - severe hazard

HPCL is supplying defective cylinders for LPG customers which are found to have leaks. Though the rubber gasket is in place, a constant smell of LPG raised my doubts. This is when I tested with water for leaks and my suspicions were confirmed. Attached image shows bubbles emerging from the valve. If an accident occurs, will HPCL pay for the damage ? Can HPCL ever undo any loss of life ?
