Idea Cellular — Idea representative is not ready to payback the refund money

On 5th Dec 2015, Idea Representative came to my house to check the network for the broad band connection. He asked me to pay the amount of Rs 2736 as per the amount to be paid for 6 month rental. Since there was no network coverage in my area i.e. Sus Gaon ?(Pune), he was suppose to return the refund. Its been more than 3 weeks but he is reluctant to pay me back the amount .
