Idea Cellular — UPC not getting

Issue me upc number. I HAD GONE their office but they not issue me upc number and I i allready contacted to customer care

UPC cannot be generated as there are subsisting contractual obligations with your service provider. Please contact your service provider for further assistance.

There is only two sim allotted to my adhar
