[Resolved]  Idea Cellular — without information outgoing block

I am using idea since last two months worst service and today they stop my outgoing calls without any information. When i called up to 198 the operator says because of my bill is pending with my earlier mobile company they stop my outgoing calls.
They says they sent me message about the same on 10th of this month but i did not received any message on 10th of this month regarding the same. And if my bill is pending with other how they can took this action without any information.

I am not recieving any sms and otp from today when i collect a new sim from idea store with previous number due to lost of my old sim card
