I'm Complaining About Stray Dogs — I'm complaining for catching stray dogs

Good morning sir/mam,
I am residence of DDA flat Dusghara, New Delhi and there are 2-4 stray dogs on the street in our locality and they are ruining whole locality by barking on passer and bike/scooter and many they tried to bite and this same thing is happening to other member of our locality. Some times they try to bite me as well there has been several complain about this problem but no action is taken. Once dog catchers take them but in duration of one day they were brought back and they are still trying to bite them. They make unwanted noises which disturb our sleep and that affect our productivity.
This is my humble request to you to please take them away permanently because these things can happen again.
