Income Tax Department — I am not received any pan card but they are not refund my money

Sir,
i have submitted a application form through a pan agent.
After 4 months he told me that your photo problem.
And he told me to give him new photo, although according to him i gave him a photo.
Then after 2 months again he told me it can't be possible.
You have to submit a new application.
I ask him where is my refund money?
he told me your money can't be refunded.
