[Resolved]  Indian Oil Corporation — Change of Title/surname after getting marriage

I am indian gas consumer for several years. I approached my distributer for change in my surname / title because of get married. The distributer asked me first publish the matter of 'surname change' in daily news paper & I did the same. Now distributer is asking to deposit the more security amount because as per rule I am not existing consumer only just for change in my surname. I realised that the distributer has not the proper knowledge. I just want to know the process for doing this change and shall I have to pay extra only just getting married.
