Indian Oil Corporation [IOC] — Fuel surcharge being applied after paying by debit card

My debit card was debited for 2.6rs as per fuel surcharge on 11.8.20 .
I refueled my vehicle on 9.8.20 for rs 550 for petrol .
As per norms fuel surcharge is not taken by fuel pumps.
Please see into this matter.
Fuel station was Welcome motors located in South delhi .
