Indian Oil Corporation [IOC] — I am complaining about cheating and fraud connection

Dear sir i have 2 mobile number first is [protected] allotted name durga shankar dubey . its my name and the second number which is my wife number [protected].
now the problem is i need a gas connection now but website is showing that these numbers are already exist .
i found myself cheated by someone. please checkout the problem.
