Indian Railways — differential fare refund issue - berth downgrade from 2 tier to 3 tier

I have booked my ticket in 2tier coach with pnr-[protected] in train no.22606, date of travel on 18.11.2017. Due to some coach mechanical issues, my berth had been downgraded from 2tier to 3tier and the tte refused me to issue a guard certificate in this regard allowing me to claim excess fare charged for 2 tier. I have filed my complaint in indianrailway consumer portal a month ago, but till date no response had been given by them. Here i am attaching the pics pls find them in due regard.

My complaint havent been resolved yet...! A month ago got a mail that my complaint had been forwarded to certain dept, thats it they emailed me...! Pls find the image attached herewith...! My refund havent been made till date
