Indian Railways — for railway penalty

Today we have reservation from janshatabdi from ddn to ndls and after that ndls to jhs. But janshatabdi was late 13 hours. So we took general ticket for madurai express from ddn to jhs and thought to take the seat asking tt. But there is no tt before roorkee. Meanwhile before roorkee megistrate came and took penalty of 1200/-. And on asking she was shouting on us instead of telling us our fault. What for should i give penalty if there was no tt in the train at first place keeping in mind that train is also running late. And the train is also empty. Its not like we are taking seats of people?
