Indian Railways — For refund of train cancellation amount

Train number 20845 BSP-BNK SF EXP which was supposed to depart from Bilaspur at 6.25 pm on 18th november 2023 wsa cancelled. a message confirming the cancellation. was recieved on registered mobile number at 2.42 pm on 18th nov 2023. later when i tried to claim the refund amount from window as it was a window ticket, it showed zero amount refunded, also the railway person sitting there told that the train has started and is on time. I also checked the cancellation of train on various sites like trepizo, where is my train, irctc, rail yatri: etc it all showed the same that the train is cancelled.
a message again was delivered to the same mobile number at 6.04pm stating that the train which was cancelled earlier will be running on time. my point is that if the train was cancelled already, if the same was displayed on various authorised sites and also was confirmed by railways by sending message, then its not the fault from my side that the train has which was cancelled earlier will start on time. i should get the refund of trin cancellation. just like me many of the passangers would have faced the same problem. sir i'm student, similarly many passangers would have planed to travel back to their institutions, what about those who have have recieved the train cancellation message, also displayed on various sites, have planed another alternative believing that the train is cancelled. not just students, there are various emergency situation the people are suffering from and because of that they had to travel. but as the information about train cancellation was delivered, the passangers had to find other alternatives and later the railways are messaging that the train will run on time that too just half an hour before the train was supposed to start. this a mistake from the end of railway department and not from the passangers side. i should get a full refund as i'm claiming my refund amount according to terms of railways. i have proof of the messages that clearly states that the train was cancelled earlier and then a message stating that the train will start on time. sir, my only request is that i want my full refund of train cancellation as i've recieved the cancellation message and tried to approach another alternative to reach my destiation as it was really urgent for me to reach at my destination and now the railways are stating that the train has started on time and not giving refund. this is not the way, if the train was cancelled, for which i've proof, not just the messages but also the screenshots of various sites showing cancellation of train, i should get the full refund and some rules need to be framed for cases like this because this is really problematic foe the passangers specially for those who are in an urgency or those who with atmost difficulty afford their living and plan to travel somewhere, they aren't able to reach their destination also have lost their savings which they might have invested to travelling. sir kindly look into the problem, and i should get my refund as soon as possible.
