Indian Railways — Misbehaving RPF officer

I have came to reservation counter of guwahati railway station around 10min before.
I was asking for reservation FORM from counter no.1 and OFFICER which was there is abuse me . He is TOTALY DRUNK AND and was chewing tobbaco.
He came to me like he will beat me if I 'll not listnto him.
I was just asking me that PLEASE give me FORM so that I can book my ticket .
There will be 5-6 more persons who
