Indian Railways — non providing lower heart to female senior citizen

Right now my self and my wife traveling to ambala cantt fro raipur. We both are senior citizen but while on line booking we opted for lower bearth but we were allotted both upper bearth. My wife is unable to climb upper bearth. As one upper bearth will remain vacant and she has to on floor 2ac. We requested to coach conductor but all in vein.
