[Resolved]  ISRO — Commercial settlement issues

Dear Sir, I am Suresh Sharma Director at Samtech Engineering & Composites Pvt Ltd Delhi. Sir I want some informational on settlement of International commercial issue. The brief description is as follows. Semi Conductor Laboratory is a subsidiary of Indian Space Research Organisation Govt of India issued a Global tender to Merrit Merrel Technology UK based company for Design, developing clean room facilities at Semi Conductor Laboratories In Mohali. Merrit Merrel Technology UK hire some product and services from Indian suppliers during execution the projects. Finally they are not doing settlement of accounts for indian supplier and saying they have some dispute with Semi Conductor Laboratory once they will get payment from SCL, will do settlement for Indian suppliers. The things is 3 years passed but no settlement being done. We have tried to contact with SCL directly but they told talk to Merrit becuase they have issued order to you. My question is when SCL issued a global tendor they have definitely mentioned a clause that if international company will hire product or services from local indian company.they will have to do settlement for indian suppliers. End User ( SCL) should hold some amounts in terms of EMD Please guide where should we go .
