Kartish.com — Cheated badly by a-retailer kartish

During the festive season diwali, this new site kartish.com came into existance with some mind blowing offers. So i placed an order on 22oct 2016 for redmi note 3 32gb for rs4999 on cash on delivery, order id 7100424. He shipped it on 26 oct 2016 via india post tracking id ez[protected]in. When i paid the order amount and opened the parcel, all i can see is a cheap chinese power bank which costs around rs200. When i asked him about this he told me that it was done by mistake and he would be sending me the phone soon. And he urged me not to post any bad reviews on social media. I believed him. When i forced him to send early he told that my order will be delivered by 5oct 2016. And he even provided a india post tracking no. Ez[protected]in. Which is fake i couldn't track it. When i tried to call him on saturday he didn't pick up. From 6oct his phone [protected] is switched off and his site also went offline. I can see that there are a lot of victims all over india. Please help me.
