Kodak Consulting — Money Not refunded and nor course started, making mockery of legal system

I have registered for the SAP GTS course, but following for the last three weeks, I was told that course will start soon, today I got to know it will start in the next two weeks which is from 26 Aug, and I want my amount to be refunded. As I told them I will complain to the Authorities, they told me authorities can not do anything about it as authorities are money-hungry people.
I want authorities to take legal action and get my money refunded, as a last resort I am reaching out to the authorities.
