Madras University Distance Education — Penal fees

I am Rajalakshmi joined MBA in the year of 2017 in Madras university distance education. So far till now I am doing my exam because of my personal issues.
But University is applied penal fees for me on December 2021 examination which going to held on 2022.
But which is not my fault that I need to do pay my Penal fees on 2021.
So please do needful to me to refund my penal fees .
