Mahadiscom / Mseb / Msedcl — charging high bill

My parents who are senior citizens staying at kondhwa. They are being charged 3000rs bill from last 3months. When our usual bill amount doesn't ever exceed 600 to 800rs.
We have submitted the complaint still the same issue. They are not even changing the metre even after serveral visits and complaint
