Max Super Speciality Hospital, Shalimar Bagh, Delhi — denying the patient admission in the hospital

Sir/madam
My brother siddharth gupta (Cghs pensioner card holder) is suffering from dengue. And i reached max emergency on 3-09-17 at 13:30 hrs. Doctor told me for admission. I have presentend his cghs card to the reception for credit facility, but reception person told me that our hospital doesn't follow this, you have to pay. He also told me bed is available in 2-3 hours. Then i have decided to switch the trsch hospital.in between doctor start medical procedures without registration and their security forcefully charged the consumable and medicine charges. Also they delayed the patient for treatment around 2.5 hrs. I want to register a case against them. Please help me to proceed. Now my brother is admitted in trsch hospital.
