Mobile Recharge — mobile not recharged

I have recharged my mobile of data recharge on 20th dec 2017 of amount of rs. 45 (Provider is idea). But amount is not credited to my mobile but amount is deducted from my account immediately. I inquired to idea customer care but he told to contract to paytm. My mobile no. [protected].
(Operator ref no. Gj[protected]) please do the needful solution. Requesting to refund my amount or recharge my mobile.
