Municipal Corporation Of Kolkata — I am complaining about can't pay my property tax

My assessment number is[protected]. From few years I can't pay my property tax due to it shows paid every time when I went to tax collection office. And also the tax collectors are unwilling to tell me the name who pay my tax.
Please let me know the name who pay my property tax, and how may I can pay my tax.
