Omaxe — Non Handing Over of Possession and Non Payment of EMI Interest

I booked a flat with OMAXE under their Project "The Lake Chandigarh" having client id TLC/868 in the year 2015 under Subvention Scheme and at that point of time the Builder had promised to hand over the possession in the year 2018

Even after over 7 years the Builder is yet to handover the possession of flat and on the top of it now the the Builder has started defaulting on Payment of EMI Interest. As per Subvention scheme clause the Builder was suppose to bear the EMI Interest till the handing over of possession. I am loosing on both fronts and doesn't know what to do?
