Indiasouq.com — customer website was blocked and did not refund my money

for my friend mlalithkishore
i put online purchase external hard disk 1TB in www.indiasouq.com on 18 th aug 2013 rs 2985 with help of online iob net banking i paid full amount .
on 20 th the web site is under maintenance still till now .. i tried to email to that website but still not respond having and also i tried in phone call that phone number is nor reacheable
