Passport Office Delhi — Passport office not issuing noc for Indian passport surrender certificate

My Indian passport was impounded fool lowing matrimonial cases. All my cases have been quashed by Chandigarh high court and closed. Consulate in Birmingham have requested RpO Delhi twice for noc with electronic copy of quashing and case closure documents. There have been no response from RPO Delhi so far.
