Passport Office Mumbai — OCI card

Could someone tell me why OCI card issuing process lasts not 3 months, as mentioned on government website and slips given at FRO office, but more than 4 and half months? Also, I would like to know why FRO Mumbai is never reachable by phone. And also, why officers don't tell any clear answer regarding how much time the processing of application will take more.
