Paytm Mobile Solutions — transaction failed but money not yet refunded and paytm saying it's bank's responsibility and bank's saying it's paytm's resp

I tried to pay college fees rupees 1, 90, 000 through paytm net banking but transaction failed and money deducted from my bank account. When i contacted paytm and raised a ticket they told me it's bank's problem and they closed the ticket. I contacted bank and they're saying that paytm is fully responsible because it's a third party app. REFUND ASAP
