Pearson Vue — Rescheduling / Cancellation of ISC2 Exam with Pearson VUE

I have contacted Pearson VUE for Rescheduling / Cancellation of my upcoming test from ISC2 on 14th September because due Pandemic I am not able to travel to the test location in different state and in my state (mentioned in the address) there is no test center for the particular exam.
I was not able to reschedule the exam as ISC2 suddenly changed their policy that the exam has to be taken within 365 days, this rule came after my booking and also it was not intimated to me by any of the party (mainly Pearson as exam delivery related responsibility is in their part).
After many verifications and communications Pearson agreed to me provide the full refund in different card on 26th September, 2021 (I have closed the old card with account already and that Ihave informed to Pearson) thru email and asked me to contact their support staff thru phone call but their support call denied to help me to cancel the exam and transfer the money in different account and asked again me to drop an email asking for reschedule so that they can coordinate with ISC2 for rescheduling option and I followed their instruction. Meanwhile I received another email from them where they asked me if I can get an email from card vendor mentioning that they can not open a new account linked with the old account then theycould consider. I contacted the card vendor and got the email confirmation for the same as well as I provided the URL from the card company's website, where it is mentioned as notice that the card company presently restricted with some specific RBI guidelines and they can not open a new account for card (customer care representative asked me to provide the link to Pearson). After spending much time on this when I sent the email again I got an email where they mentioned they will be reviewing the case as a rare scenario. When called again the next day their on-call customer care representative refused to help again. The communication started on 14th September for the test scheduled for 7th October, they keep telling me to wait and write an email and the next day they are only denying the email instructions. Now the situation is I am not able to take the exam and get the refund. They are very slow and misguide me as their emails say something and while calling they say something. Also, sometimes they aren't strict to their SLA for replying to emails within 48 hours, because of their delay I mentally frustrated and also need the solution from the consumer court.
