Phone Pe App — I am complaining about my refund amount back from phone pe app

I have paid my electricity bill of reliance it was failed but my money transaction from my account is debited. When i ask them to refund the money. They are saying to contact your bank as they didn’t get amount in their account. When i go to my bank they told me to complaint on customer care number. I am trying to complaint on customer care number they are not responding.
