[Resolved]  PNB — account debited but cash not dispensed

dear sir my name is vikram kumar and account no.[protected].on 27 oct2014, i was withdrawing a some money2400chinese currency-yuan from ATM, it so happened that there was no dispersal of the cash from the ATM but same account was debited from my account. i have complained at the branch office of ICBC bank
