Prayagraj Police — passport verification not cleared by the thana

Hello sir this is shivam kaushal had applied for passport and a police verification had arrived at my area thana. I had submitted all my documents than too my police verification had rejected just because i have been demamded for rs.1000 as bribe and i had not given that amount to the police person who had verified my documents and stated that the verification is uncleared. My mistake is just i had not given the money, that means if anybody will not pay for verification het or she will not be able to get a passport?
