Public Distribution System — The dealer of the shop doesn't open the shop

I'm md faraz of siddipet dist. Telangana state
My complaint is that the dealer of the shop no. 13 mr. Monaiah doesnt opens the shop on time ie. On 5 th of every month he opens late on 8th of every month. He opens shop at 11 and closes by 12 and thereafter in the evening he doesn't open it and also the food grains will be distributed by 13 th of every month and on 14th and 15 th he distribute paraffin and if we go on 14 / 15 th of the month he scolds everyone and says that he will not distribute the grains i lost this month's grains.
Where should i go now...
It is my request sir remove his dealership or other wise teach him a lesson...
