Pune Municipal Corporation — Stray (?) animals on road, blocking the traffic and troubling the vehicles

Every day, there are stray (?) cattle are seating and standing in between the main roads near khadki bazar, and causing tremendous traffic jam.
Ometimes fighting and causing damage to the vehicles, why can't these animals be taken in to pmc's custody and charge very heavily to the owner if any? To avoid such negligence. And we all the daily commuter has to suffer?
Please look in to it asap.

Every day there are stray(?) cattles are seen seating and standing on the busy main road at Tukaram nagar and masulkar colony, causing tremendous traffic jam and chaos in the area.
sometimes these animals fights on the road itself and causing damage to the vehicles.
Why these animals cannot be taken in to pcmc's custody and owner be charged very heavily and appropriate lawful action? as a common man is getting suffer.
