Punjab National — POS Transaction declined but debited from my a/c

On[protected] i made a transaction in bajaj finance regarding a loan amount payment through my UBI card ( Card no - [protected]) by POS machine. my transaction declined in POS machine but the amount deducted from my a/c (amount 28500).

i visited Bank & bajaj both the companies. they are not providing any kind of service or help regarding this.

now i want refund for the same amount.
