Rajdhani / Yamuna Power [Bses] — Fraud meter installed on my property

Dear Sir,
My husband Late. Vijay Bahadur Rai has been allotted a tehbazari site at Anderia more, which is now muttated on my name, by MCD. But some non-social element Kishan and Manoj has installed a fraud meter on their name on the same tehbazari site without my knowledge, when I contacted BSES office vasant kunj to disconnect and give connection in my name, they refused to do that. They are saying get order from the court.
Sir, I want to know how can you give connection on someothers property without his/her consent. Please either change then connection on my name or disconnect the fraud connection.
