Rajiv Gandhi Proudyogiki Vishwavidyalaya [RGPV] — Migration certificate not provided after 3 months of submission of application form

I am Aayush Gupta, former student of PIEMR college indore and i applied for my migration certificate in month of october 2022. Staff at rgpv said it will arrive after 20 days but now its been more than 3 months and there is no way to contact and inquire about my certificate (contact no. given on site is switched off and no one responds).
I have a copy of challan which i am attaching.
