Refund — I checked into the hotel but there was no electricity.

I checked into the hotel at around 2 pm and I waited till 3.45 for the generators to work or electricity to come. But nothing happened. I also claimed for refund for Rs.1750 that was my booking amount but it got initiated for rs. 700 only. But I did not get even 700.
I TRIED TO CALL ON THE CUSTOMER CARE NUMBER PROVIDED ON THE APP. But nobody responded.
