Rto India — Not able to apply for duplicate RC online in Vahan portal

I am unable to apply for duplicate rc online on vahan.parivahan.gov.in, receiving error "Paper RC pending at printing as application has been made for ****************(application number)", screenshot attached has the error details. Upon checking with relevant office RTO hooghly in West Bengal, they asked to apply manually in a form. This service is a faceless online service that doesn't require RTO visit and since I am staying out of station, I am unable to visit RTO. Upon reporting the same to the vahan helpdesk over email, they are not providing any help with this technical issue and routing me again to the RTO office. Requesting team to kindly help me in this regard and resolve the issue. Thanks and do let me know if any further details are required.
