RTO India — Not able to renew PUC of my car with Assam registration at Kolkata

Dear Sir,
PUC of my Car AS01BV4764 is going to expire on 19-Aug2023. Since I'm presently at Kolkata, I tried renewing the same at the nearest PUC center at "Chandimata Auto Emission Testing Center, Rajarhat, Kolkata, WB. However when the personal tried to do the same he got an error message as "Please contact rto to update fuel norms". My complaint is, as per process we can update our PUC at any place in India, and while is updated the same 6 months back in Assam, why suddenly I'm getting this error message while I'm trying update the same in West Bengal. Request resolution on the matter so that updating of PUC can be updated from any state as per process available.
